The Guadalcanal Provincial Government (GPG) has taken a significant step this year in strengthening its financial future by investing SBD $1 million into a government bond issued by the Central Bank of Solomon Islands (CBSI).
Premier of Guadalcanal Province, Hon. William Atu, described the move as not only a pivotal financial achievement but also a historic milestone for the province. He emphasized that this is the first time the provincial government has made such an investment, marking a new era in financial planning and economic foresight for Guadalcanal.
Premier Hon. William Atu described the decision as a โpivotal and historic financial milestoneโ for Guadalcanal Province, signalling a shift toward more strategic and long-term financial planning.

โThis is not only a pivotal financial progress but a historic one for our province,โ said Premier Atu.
He furthered โAs Guadalcanal continues to grow, both in population and development needs, itโs critical that we position ourselves with sustainable financial tools.โ
The investment is part of a SBD $2.8 million surplus collected from local revenues during the final quarter of the 2024โ2025 financial year.
Since the surplus was not accounted for in the 2025/2026 Budget, the Guadalcanal Provincial Assembly passed a supplementary budget last month, appropriating SBD $1.8 million for ongoing services and SBD $1 million for the CBSI bond.
Minister of Finance and Treasury, Hon. John Stewart, said the move reflects the provinceโs evolving financial maturity and commitment to more robust economic management.
โWe see this as the beginning of smarter, disciplined investments for Guadalcanal,โ Minister Stewart said.
He added โThe bond is a safe, long-term mechanism that allows the province to earn interest while planning for future development.โ
The bond carries a 2 percent interest rate, with returns paid semi-annually (twice per year), beginning two years from the investment date.
In a further step to strengthen financial governance, Minister Stewart explained that the Executive Government plans to amend the Financial Management Ordinance 2018 (FMO) in the Provincial Assembly in September, which will introduce stricter controls for how financial instruments such as bonds are managed to ensure oversight accountability and transparency.
Among the advantages of the bond investment are:
โข Security: As a government-backed financial instrument, the bond is considered low-risk.
โข Stable Returns: It offers a 2 percent interest rate, paid semi-annually (twice per year).
โข Deferred Payout Start: Returns begin two years after the date of investment, allowing funds to accrue in the interim.
โข Liquidity: The bond can potentially be used as collateral or resold, giving the government a flexible financial asset.
โข Fiscal Discipline: Encourages a more structured and future-oriented approach to public finance.
Premier Atu confirmed that his governmentโs goal over the next three years is to build a stronger, more resilient financial sector for Guadalcanal, using this investment as a foundation.
The move has been met with support from local leaders and observers who see it as a sign that Guadalcanal Province is ready to take greater ownership of its economic future.
