Regulations Breached: SIFF Hands Match to Western, Penalizes Makira Ulawa

Honiara, 16 July 2025 — The Solomon Islands Football Federation (SIFF) has handed down a decisive ruling regarding a breach of competition regulations during the Solomon Cup 2025 match between Makira Ulawa Football Association (MUFA) and Western Football Association (WFA) held on 14 July 2025.


Following a formal complaint and thorough review by the SIFF Disciplinary Committee, the match has been forfeited in favour of Western, after it was found that Makira Ulawa violated key player eligibility rules.

Key Findings from the Committee:

Exceeding Guest Player Limit: Makira Ulawa fielded more than the permitted three guest players on the pitch at the same time, breaching Section 9(4) of the Solomon Cup 2025 Regulations.

Strict Liability Offense: The offense falls under strict liability, meaning intent is irrelevant to the violation, as per the FIFA Disciplinary Code 2023 (Section 19) and the Solomon Cup’s own rules.

Compromise of Match Integrity: The act was deemed a serious breach of fair play principles, undermining the integrity of the competition.

Sanctions Imposed:

The result of the match is forfeited, and the victory is awarded to Western Football Association.

Makira Ulawa loses 3 points in the competition standings, with the revised result implemented in accordance with FIFA Disciplinary Code Section 28.

In a statement, the Committee emphasized the importance of maintaining fairness and transparency in competition:

“The regulations are clear, and adherence to player eligibility rules is fundamental to fair competition. The Committee has a duty to uphold the integrity of the Solomon Cup and ensure all teams compete on a level playing field.”

While Makira Ulawa has the right to request a review of the decision, the ruling is considered final under Sections 4 and 7 of the Solomon Cup 2025 Regulations on disciplinary matters.

The decision serves as a clear reminder to all participating teams that compliance with competition rules is non-negotiable, and violations will be met with firm disciplinary action to protect the spirit of the game.
