Honiara, 10 July 2025 — A delegation of 24 officers from the Correctional Service of Solomon Islands (CSSI) has safely returned home after completing a one-month on-site capacity-building training course in the People’s Republic of China (PRC).
The officers departed Solomon Islands on 2 June 2025 and returned on 26 June 2025 after successfully participating in the program titled “Capacity Building of Correctional Service for Solomon Islands”, conducted at the Fujian Police College, located in Fuzhou, Fujian Province, China.
This milestone training initiative was implemented under the framework of the Memorandum of Understanding (MoU) on Police Cooperation between the PRC Ministry of Public Security and the Solomon Islands Ministry of Police, National Security, and Correctional Services.
Deputy Commissioner Operations (DCO), Mr. Michael Nagu, who led the delegation, described the program as a transformative experience that broadened their understanding of correctional and policing practices on an international level.
“This training opened our eyes to witness firsthand the civilised world of modern correctional management, economic development, infrastructure advancement, and effective public policy in action,” said Mr. Nagu.
He highlighted key areas covered during the training, which include:
• Improved Human Rights Practices — with emphasis on dignity, healthcare, and anti-abuse frameworks
• Comprehensive Prison Reform Strategies — targeting recidivism reduction and successful reintegration
• Security and Emergency Response Management for large-scale events
• Chinese Policing and Law Enforcement Concepts
• Integrated Governance Models for Reducing Recidivism
• Firearm Operational Training (9mm Pistol Type 92)
• Restorative Justice in Criminal Punishment Execution
• Drug Abuse Prevention and Bio-Psycho-Social Analysis of Recidivism
• Transnational Cybercrime Prevention and Suppression
• Hand-to-Hand Combat Tactics
• The Heartfelt Rehabilitation Model
• Greater Accountability and Transparency in Correctional Facilities
• Promoting Professionalism and Ethical
• Conduct among Correctional Officers
• Implementation of International Standards such as the UN Nelson Mandela Rules and Bangkok Rules
The officers also had the opportunity to conduct onsite inspections in various provinces, cities, and institutions across China, gaining valuable exposure to China’s correctional and law enforcement frameworks, infrastructure, and reform systems.
Mr. Nagu praised his team’s commitment and professionalism throughout the training, stating:
“I sincerely commend our team members for their dedication and high standards of performance throughout the course. I also express my deep appreciation to the Office of the Commissioner for its support during our time in China.”
The Commissioner of the Correctional Service Solomon Islands Mactus Forau further acknowledged the Government of the People’s Republic of China and its Ministry of Public Security for the continuous Training provided for the Correctional Service Solomon Islands.
“We are truly grateful for the opportunity to attend such a prestigious international-level training program. The knowledge and experience gained will greatly contribute to the future of our careers and the continued development of the Correctional Service of Solomon Islands.”
Finally, Mr. Forau extended thanks to the China Police Liaison Team in Solomon Islands, led by Commissioner Liu, for their consistent and effective communication that ensured the success of the training initiative.
