The National Parliament of Solomon Islands is pleased to welcome a delegation from the Bougainville House of Representatives who have commenced a one-week parliamentary attachment program as part of an ongoing inter-parliamentary cooperation initiative.
The visiting officials include:
• Mr. Peter Topura, Clerk of the Bougainville House of Representatives
• Mr. Adrian Hihiru, Assistant Legal Counsel
• Mr. Wesley Porake, Director of Finance and Administration
This attachment forms part of a longstanding parliamentary twinning arrangement between the Bougainville House of Representatives, the National Parliament of Solomon Islands, and the Parliament of New South Wales (NSW), Australia. This partnership, established in 2007 under the Commonwealth Parliamentary Association’s Pacific Twinning Program, aims to strengthen institutional capacity, promote democratic governance, and nurture regional parliamentary cooperation.
During today’s sitting of Parliament, the delegation was officially welcomed by the Deputy Speaker of the National Parliament, Honourable Morris Toiraena. A courtesy meeting followed in the Speaker’s Lounge, where the delegation held discussions with Honourable Toiraena and the Clerk to Parliament, Mr. Jefferson Hallu.
Throughout the week, the visiting officials will engage directly with key departments of the National Parliament to gain first-hand insights into the administrative, procedural, and legal functions that support parliamentary operations. The program includes meetings with the Parliamentary Procedure Office, Finance and Administration, Committee Secretariat, Library, Research and Information services, Public Engagement Department which include Civic Education and Media and the Hansard Department.
This visit further strengthens the commitment of the Bougainville House of Representatives and the National Parliament of Solomon Islands to ongoing collaboration and mutual learning in the development of effective parliamentary institutions in the Pacific region.
