Honiara, 29 April 2025 β The Government of Japan has announced the recipients of the 2025 Spring Conferment of Decorations, with two distinguished citizens of the Solomon Islands recognized for their significant contributions to promoting friendship and mutual understanding between Japan and the Solomon Islands.
Mr. Francis Deve has been awarded The Order of the Rising Sun, Gold and Silver Rays, in recognition of his long-standing efforts in strengthening bilateral ties through youth exchange, cultural diplomacy, and tourism promotion. A former President of the Ship for World Youth (SWY) Alumni Association and current Vice President of the National Association of Inbound Tour Operators of Solomon Islands, Mr. Deve has played a pivotal role in fostering people-to-people connections between the two nations.

Mr. Deve contributed to the recovery of World War II remains in various parts of the Solomon Islands, an initiative that has supported mutual understanding and reconciliation. Under his leadership in the SWY Alumni Association, he facilitated homestays and cultural experiences for Japanese participants and researchers. Additionally, his work in tourism promotion and including participation in the 2016 Tourism Expo in Tokyo and the construction of a Japan-related war memorial in Guadalcanal and has further enriched the historical and cultural ties between the countries.
Mr. Willie Besi, Chief of Barana Village in Guadalcanal Province, received The Order of the Rising Sun, Silver Rays, for his efforts in preserving wartime history and enhancing understanding of Japan in the Solomon Islands.

Mr. Besi has been actively involved in the recovery of World War II remains and has established a private museum showcasing war-related artifacts. His dedication to historical education and peacebuilding has left a meaningful impact on both local and international visitors.
Japanese Decorations are awarded twice annually, on 29 April and 3 November, to individuals who have made outstanding contributions in fields such as international relations, culture, education, and public service. The Orders of the Rising Sun are among Japanβs highest honors and reflect the deep respect for those who work toward international cooperation and friendship.
The recognition of Mr. Deve and Mr. Besi highlights the enduring bond between Japan and the Solomon Islands and celebrates the vital role individuals play in fostering peace, understanding, and collaboration across borders.
